When media reports indicated that White House lawyer Uttam Dhillon was ordering federal agencies to ignore the oversight requests of Congressional Democrats, we sought his communications.  USTR produced one email indicating that the White House legislative staff was referring colleagues to Dhillon “for a copy of the agency guidance on responding to oversight requests from non-chairman of House and Senate committees.”
